Summary of the contracting process

The HM Revenue and Customs (HMRC) has launched a public procurement process for the contract titled "Analysis of Hydrocarbon Oil Samples and the supply of associated equipment," aimed at delivering comprehensive forensic analysis of hydrocarbon oil samples, specifically diesel. This contract is classified under analysis services and has a total value of £5,000,000. The procurement is currently in the active tender stage, with submissions required by 5th March 2021. The successful supplier will provide results electronically and may need to serve as an expert witness in court, indicating the high stakes involved in this analysis process, which is crucial for identifying government-rebated fuel markers and illegal laundering agents throughout the UK.

This tender presents significant growth opportunities for businesses specialising in forensic analysis, oil testing, and supply of laboratory equipment. Firms with capabilities in expert forensic testing, secure transportation of samples, and providing expert witness services would be ideally positioned to compete. The requirement for suppliers to sign a Non-Disclosure Agreement (NDA) before accessing detailed information also highlights the importance of confidentiality and professionalism in this tender process. Businesses that can supply advanced analytical tools and demonstrate compliance with forensic standards will find this procurement particularly relevant.
