Summary of the contracting process

The Department for Transport is planning to launch a tender for the "Aviation Security Training, Engagement and Mentoring Framework" with a budget of £4,000,000, under the category of training services in defence and security materials. This procurement process aims to set up a framework agreement for aviation security training-related provisions both internationally and in the UK. The planned procurement stage is expected to commence with a competition in Summer 2021, and includes an initial contract period of three years with a potential extension of up to twelve months. The department anticipates executing approximately 100 projects annually, requiring training delivery across regions including Asia, Africa, and the Middle East, with specific deadlines highlighted in their future notice on 14 June 2021.

This tender presents significant opportunities for businesses in the aviation security training sector, particularly those offering expertise in operational delivery and security assessments. Suppliers capable of conducting training in varied international environments, including potentially fragile or hostile locations, will be particularly well-suited to compete. Additionally, companies that can provide operational support, training materials, or evaluations of existing security frameworks will find valuable avenues for growth through this contract, as they will play a critical role in enhancing global aviation security standards.

Notice Title

Aviation Security Training, Engagement and Mentoring Framework

Notice Description

The Department is publishing this PIN to notify the market of its intention to launch a competition in Summer 2021 to renew the existing framework. In line with its Aviation Security Strategy, the Department for Transport works to improve the standards of aviation security around the world for inbound flights to the UK. The Aviation Directorate leads on this important work for the Department, which comprises of the provision of equipment, training and strategic support to partner states where vulnerabilities in security are identified. Training is a key pillar of our assistance package, and the Department requires a framework for the provision of training services from UK DfT certified aviation security trainers and their respective organisations to design, plan, deliver and evaluate a range of aviation security capacity development projects overseas. Suppliers will deliver short, tactical deployments (typically from 1 to 3 weeks in length) in specific areas of aviation security.

Lot Information

Lot 1

The aim of this procurement is to set up a framework agreement with suppliers to provide aviation security training-related provisions internationally and in the UK. The Framework will run for an initial 3-year period, with the option to further extend the framework for up to 12 months. It is envisaged that the department will be delivering up to approximately 100 projects including training courses of differing types during each year of the Framework. Suppliers will typically be required to deliver courses in Asia, Africa, the Middle East, the UK and elsewhere as the Department requires. Training events may consist of aviation security courses to improve operational delivery or tackle specific vulnerabilities. The Department may also require the delivery of other types of support, such as operational support, provision of training materials or the review of existing security training. These are intended to improve aviation security at a particular airport or group of airports, or within a Host State's aviation security regulatory framework. Training events will generally be delivered in the host state's airport(s) and aviation training facilities. There could be occasions when training events may be required to be delivered in neighbouring countries, in the UK or virtually. It should be noted that some of the facilities in host countries may be challenging and less developed in comparison to the UK. In addition, for some locations there may be a requirement that trainers have recently undertaken or are willing to undertake relevant training for operating in a fragile or hostile environment, e.g. security awareness in fragile environments course before being able to deploy.
