Notice Description
NHS Supply Chain seeks to establish a non-exclusive framework agreement for the supply to NHS Supply Chain depots via the Stock and Blue Diamond routes and to the NHS Supply Chain customer base via the E-Direct Route. The framework agreement is for the supply of single use tourniquet. These products include single use band type fastening, button type fastening (both single and multi-button fastening) and quick release pull through type fastening used in the procedure of blood sampling to restrict blood flow. It is anticipated that in the first 24 months of the framework agreement the value of purchases will be circa GBP 7 300 000. The figures for the full 48 months term (if extended) is circa GBP 14 600 000. These values are approximate only and are based on the most recent historical usage information. The values provided are for guidance only and are not a guarantee of business.
Lot Information
Single Use Tourniquet Band Type
Single Use Band Type Tourniquet for adult use. These are elasticated Tourniquets to be used in the procedure of blood sampling for restricting blood flow. The fastening mechanism must be tuck and loop to provide the tourniquet effect. The Product Lines are required in two different Units of Measure, Pack of 100 and/or Pack of 25. Precise quantities are unknown, however it is anticipated that the initial expenditure in the first 24 months will be circa GBP 1 700 000. Applicants may Tender for either one, or both of the Product Lines within this Lot. NHS Supply Chain anticipates appointing all applicants who meet the minimum requirements which are set out in these tender documents and whose total score meets or exceeds a hurdle of 30 % at tender evaluation stage to the relevant line of the framework agreement.
Options: This framework agreement will have the option to extend incrementally up to a total of 48 months.
Single Use Tourniquet Quick Release Button Type FasteningSingle Use Tourniquet with Quick Release Button Type Fastening. These are elasticated tourniquets used in the procedure of blood sampling for restricting blood flow. Products within this Lot include both single button fastening tourniquet for Adult and Paediatric and multiple button fastening tourniquet for Adult. The following Product Lines are required in specific Units of Measure; * Single Use Tourniquet Button Type Fastening ! Adult quick release single button pack of 100 (Item Code: 3) - Pack of 100 * Single Use Tourniquet Button Type Fastening ! Paediatric quick release single button (Item Code: 4)- Each * Single Use Tourniquet Button Type Fastening ! Adult quick release multi button (minimum two buttons) (Item Code:5)- Each The precise quantities are unknown, however it is anticipated that the initial expenditure in the first 24 months will be circa GBP 4 800 000. Applicants may Tender for one, more than one or all the Product Lines within this Lot. NHS Supply Chain anticipates appointing all applicants who meet the minimum requirements which are set out in these tender documents.

Single Use Tourniquet Quick Release Pull Through FasteningSingle Use Tourniquet with Quick Release Pull Through Fastening. These products are used in the procedure of blood sampling for restricting blood flow. Products within this Lot include both Adult and Paediatric. The precise quantities are unknown, however it is anticipated that the initial expenditure in the first 24 months will be circa GBP 800 000. Applicants may Tender for either one, or both of the Product Lines within this Lot. NHS Supply Chain anticipates appointing all applicants who meet the minimum requirements which are set out in these tender documents and whose total score meets or exceeds a hurdle of 50 % at tender evaluation stage to the relevant line of the framework agreement. Following the final stage of the evaluation for Lot 3, Product Lines 6 and 7 there were less than 1 to 2 Applicants who had met all the necessary criteria to be awarded product line by line basis to these Product Lines. The evaluation process also determined that the successful submissions on Product Lines 6 and 7 would not provide the necessary clinical choice for a viable offer to the NHS. Therefore, NHS Supply Chain removed the 50% hurdle and awarded to all Applicants that passed all the minimum steps of the evaluation process as set out in the Section 8 of the Invitation to Tender, as communicated to Applicants on 25th November 2021 via the Jaggaer Messaging Centre.
