Notice Description
The Office of Qualifications and Examinations Regulation (Ofqual) proposes to enter into a Contract with Oracle Corporation UK Limited in accordance with Regulation 32(2)(b)(ii) of The Public Contracts Regulation (2015). The contract pertains to the continuation of Ofqual's utilisation of Oracle Fusion cloud services.

The Office of Qualifications and Examinations Regulation (Ofqual) proposes to enter into a Contract with Oracle Corporation UK Limited for the purchase of Oracle Fusion cloud based software licences using the new Memorandum of Understanding (MoU) between the Crown Commercial Service (CCS) and Oracle Corporation UK Limited as a vehicle. This contract will provide Ofqual with a continued subscription to Oracle services following the successful implementation of the software in 2018. The contract will enable Ofqual to work with Oracle on a continuous improvement project which will enable Ofqual to maximise the opportunities that the Oracle functionality presents.

Negotiated procedure without prior publication Reason for selected award procedure: Regulation 32(2)(b)(ii) The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons The rationale for continuing with the current system: Oracle Fusion Cloud is Ofqual's current core finance and HR system, in which it has invested a large amount of finance and resource into implementing and operating the software and system. Ofqual requires a single platform that supports shared processes with one data model across finance, HR and purchasing applications. Oracle Fusion Cloud has only been in place for three years, therefore the cost of moving to a new system in its entirety is prohibitive to Ofqual.
