Summary of the contracting process

The procurement process involves DIGITAL MOBILE SPECTRUM LIMITED (DMSL) managing a tender for the Acquisition, Design and Build (ADB) framework aimed at mobile network operators (MNOs) such as EE, Telefonica/O2, Three, and Vodafone. The procurement is classified under telecommunications services, with an estimated value of £100 million. The procurement is currently in the planning stage, with an invitation to express interest required through the DMSL Procurement Portal by mid-October 2021. The framework will operate for 65 months, with an option to extend for an additional 24 months.

This tender presents significant opportunities for small and medium enterprises (SMEs) specialising in telecommunications services, construction design, and project management. Businesses capable of providing acquisition, design, and construction services for telecoms mast base station sites will be well-suited to compete. The ADB framework seeks suppliers who can take on full responsibility for delivering the required services, potentially allowing for subcontracting arrangements. Participation in this framework may enhance market presence and facilitate greater mobile network coverage in rural locations across the UK.
