Procurement Information
The Turret Weapon Systems (TWS) team within the DE&S Vehicle Demonstration & Manufacture (VDM) Project Team, part of the UK Ministry of Defence ("MoD"), intends to award a Contract for 5 years at an approximate value of PS1 million, to Leonardo UK Ltd to cover Post Design Services for the Enforcer Remote Weapon Stations (RWS) and Surveillance, Target Acquisition and Weapon Sight (STAWS) unit currently fitted to various Armoured Vehicle platforms. This Contract will replace the existing Enforcer RWS PDS Contract No. AVPISP/00104 with Leonardo MW Ltd which is due to expire on 31-Mar-22. It is considered that this Contract can be placed using the Negotiated Procedure Without Prior Publication of a Contract Notice pursuant to Regulation 16(1)(a)(ii) of the UK Defence and Security Public Contracts Regulations 2011), for technical reasons. This is because only Leonardo UK Ltd as the Original Equipment Manufacture and Design Authority has the specific know-how, technical knowledge and information, or means to carry out the required services. In addition, any modifications to the articles must be underwritten by the Design Authority to provide the MOD with the necessary assurance that the modifications will not compromise either operational effectiveness or safety. The proprietary technical knowledge, technical drawings and data packs are required to fulfil this requirement. Without access to this information, no other contractor would be able to fulfil this requirement to the safety and technical standards required. As this information is proprietary to Leonardo's no other contractor would have access to it, and therefore no other contractor can fulfil this requirement.
