Summary of the contracting process

The procurement process, initiated by the ESPO (East Midlands Procurement Organisation), seeks to establish a framework agreement for the supply and installation of various types of signage, including health and safety signs, corporate signage, and electronic signs. This open procurement process is classified under the goods category, specifically within the signs and related items industry. The tender is currently active, with a bid submission deadline of 12th November 2021, and the contract period is set to run until 31st December 2024. Interested suppliers should register through the East Midlands Tenders portal to express their interest and access further documentation.

This tender presents significant opportunities for businesses looking to expand in the signage supply and installation market, particularly those specialising in health and safety, corporate branding, or traffic signage. Businesses with a capacity to fulfil large contracts, especially small and medium enterprises (SMEs) with a proven track record, should consider participating. The framework will also provide avenues for collaboration, as the successful supplier may engage in a separate agreement with ESPO Trading Limited, targeting third sector organisations not required to adhere to standard public procurement regulations.

Notice Description

The supply and installation of signs and associated equipment including but not limited to health & safety signs, corporate signage, road name signs, electronic signs, permanent & temporary traffic signs and permanent vehicle activated signs. ESPO has established a commercial trading company, ESPO Trading Limited, whose target clients are third sector organisations such as national and local charities, public sector mutual organisations and other organisations involved in the delivery of services to or for the public sector. The successful Supplier may be asked to enter into an additional separate framework agreement (the Second Framework) with ESPO Trading Limited on materially similar terms to that found in the tender pack to be entered into by ESPO itself. Any Second Framework agreement will be a purely commercial agreement and will, for the avoidance of doubt, not be governed by the Public Contract Regulations 2015 or other public procurement legislation. ESPO Trading Limited may enter into the second framework agreement with the successful supplier and make it available to third sector clients who themselves are not required to follow the Public Contracts Regulations 2015 or other public procurement legislation. Accordingly, this is provided for bidders' information only. An eAuction process may be used to award subsequent call off contracts following the reopening of competition among the parties to the Framework Agreement.
