Summary of the contracting process

The North Halifax Transformation Programme, led by the Borough Council of Calderdale, involves the development of approximately 300 new homes in the area. This project encompasses constructing homes for market sale, affordable rent, or shared ownership. It also addresses the enhancement of public open space, active travel routes, and biodiversity net gain, in line with planning conditions. The procurement process follows a competitive procedure with negotiation, differentiated by stages, including the submission of a Supplier Selection Questionnaire, Initial Tender, and if necessary, a Subsequent Tender. The contract, managed under legal regulations, with partners including Keepmoat Homes Ltd, is valued at approximately £2,254,251, with a contract duration of ten years, precisely outlined by individual site agreements.

This procurement presents substantial growth opportunities for businesses specializing in construction, engineering, and related fields, particularly those capable of developing comprehensive infrastructural and residential solutions. Large-scale developers such as Keepmoat Homes Ltd, with expertise in sustainable residential projects, are ideal candidates for this undertaking, which aims to revitalize underutilised land in North Halifax. The selective procurement method ensures qualified businesses, who can navigate complex negotiations and adapt to unforeseen modifications, such as changes to extra care facilities, are best positioned to thrive in this evolving residential market.
