Summary of the contracting process

Translink is initiating a market engagement process for the upgrade of its Class 3000 and Class 4000 CCTV systems, located in Belfast, United Kingdom. The project is currently at the planning stage and aims to replace outdated analogue systems with digital solutions that allow for remote access to video data. The planned end date for submissions is set for 11th March 2022. This procurement process will be carried out in alignment with the Utilities Contracts Regulations 2016, with potential future notices expected around 31st January 2023.

This tender presents a significant opportunity for businesses in the CCTV technology sector, particularly those specialising in digital surveillance solutions. Companies that can offer advanced CCTV systems with capabilities such as remote viewing and enhanced image quality would be well-positioned to compete. Engaging with Translink during this early market research phase can help suppliers tailor their proposals and understand the specific needs of this public transport authority, potentially leading to long-term partnerships and contracts.

Notice Title

Upgrade of Class 3000 & Class 4000 CCTV

Notice Description

Translink currently operate two different CCTV systems on the Class 3000 & Class 4000 train fleets. The Class 3000 uses a Verint CCTV system, while the Class 4000 uses a Picard CCTV system. These are both analogue systems with low resolution video. They both require the hard drive to be physically removed from the vehicle and incidents reviewed using a docking station and dedicated laptop. The C3K Verint system has limited capability, as only two cameras are available in each saloon. This gives poor coverage with no images available of the passenger entrances or toilet areas. As part of the Translink Connected Vehicle Strategy and to improve in service monitoring of key systems a need for a digital CCTV system with the ability to download video remotely has been identified. Translink requires the installation of a CCTV system on both fleets that will provide better CCTV coverage, image quality and improve efficiency and reliability with the capabilities of remote viewing and downloads. It will provide other benefits such as reducing visits to the vehicles for download purposes to zero. It is intended that a CCTV upgrade contract be established with the aim of achieving the following: * Replace analogue CCTV system with a digital system * Access video data remotely * Improve efficiency of data access * Improve image quality * Standardise CCTV equipment across CAF Fleet.
