    "description": "The SCF is a framework operated by Hampshire County Council and Devon County Council and delivers a managed service to local and central government bodies over the geography as described above. The SCF fully embraces the ethos of implementing best practice in frameworks as set out in \"Constructing The Gold Standard - An Independent Review of Public Sector Construction Frameworks\" published by The Cabinet office in December 2021, together with the \"The Construction Playbook\", which was launched by the Cabinet Office in 2020 with the aim of making sure the public sector and construction industry work together better to deliver key infrastructure projects.
