Summary of the contracting process

The procurement process involves the NHS Wales Shared Services Partnership, which is hosted by Velindre University NHS Trust, seeking to award a contract for the lease and associated services of franking machines. This contract, valued at £800,000, is aimed at supporting the Cardiff and Vale University Health Board as they transition to digital operations amidst the ongoing challenges presented by the COVID-19 pandemic. The contract will be awarded without prior publication of a call for competition and is currently in the Award stage, with the contract signing having occurred on 22nd March 2022. The contract is set to run for an initial period of eight months.

This tender presents a significant opportunity for businesses that specialise in postal services and franking machines, particularly those that can offer competitive leasing and maintenance services. Suppliers that can provide reliable solutions to support the busy healthcare environment during a critical transition to digital communications will be well-suited to compete. As the NHS continues to look for innovative ways to enhance their service delivery while managing increased workloads post-pandemic, there is potential for growth for those who can meet the urgent needs of healthcare procurement effectively.

Notice Description

NHS Wales Shared Service Partnership on behalf Cardiff and Vale University Health Board wish to inform the market they wish to award a contract for the Lease and Associated Services of Franking machines for an eight month period.

Lot Information

Lot 1

NHS Wales Shared Service Partnership on behalf Cardiff and Vale University Health Board wish to inform the market they wish to award a contract for the Lease and Associated Services of Franking machines for an eight-month period. The Cardiff and Vale University Health Board, IT department are in the process of going Digital, however, and unfortunately they are not in a position to spend the time originally planned to undertake a tender exercise, due to the unexpected COVID Pandemic and other priorities within the Clinical Board having to change to respond appropriately to the situation.

Procurement Information

The NHS Wales Shared Services Procurement department on behalf of the Cardiff and Vale University Health Board has significant expenditure relating to franking charges for the lease of their franking machines for the provision of posting services across the health board. Engaging with the market, it is determined that whilst there are some third party suppliers who could potentially provide this service, the Clinical Board currently has a lease agreement with their incumbent supplier Quadient for the lease and associated services of their franking machines. Due to the volume of increased workload since the Covid pandemic, we wish to put an interim eight month contract in situ to ensure continuity of service to ensure patient care not compromised not receiving their appointment letters, thus enabling the Health Board to undertake a scoping exercise looking at alternative postage digital solutions and undertake a formal tender exercise.
