Notice Description

Bournemouth, Christchurch and Poole (BCP) Council aims to deliver a preeminent Gigabit connected region for its residents and businesses, and is seeking a Neutral Host Operator (NHO) to establish itself within the BCP area to help meet this goal. Bournemouth, Christchurch and Poole (BCP) Council has developed a Smart Place Strategy with a clear focus on generating local value, helping to tackle key challenges across Bournemouth, Christchurch and Poole. Whether making it easier for people to go about their daily lives, improving the prospects of our local businesses or enabling communities to function more effectively, combining information, data and emerging digital technologies will deliver considerable benefits for our area. One of the core underpinning technologies that will enable our Smart Place to become reality is Gigabit fibre deployed across the whole of the BCP region. Gigabit fibre is critical digital infrastructure, providing the connectivity backbone for many vital public, private and voluntary services and helping to power our businesses and local economy as well as supporting our Smart Place Programme. The provision of ubiquitous, high speed, affordable Gigabit connectivity is therefore now a priority for the Council.

The model the Council is seeking to implement aims to decouple the passive or physical fibre infrastructure from the services delivered on it, creating a market for fibre ownership beyond telecom companies, and allowing a range of investors who are familiar with infrastructure and property investments, including the public sector to invest. It also lowers the barriers of entry to market for service providers. These service providers include providers of internet service (ISPs) and also those who require access to data networks in order to deliver a range of services: mobile phone (5G) operators, wireless ISPs, security & CCTV through to education and health services. Additional information: II.1.5 and II.2.6 The estimated revenue value is stated as PS1, as the estimation is not know at this time and it will be negotiated as a Commercial in the Negotiation Phase. II.2.7 the contract duration is stated as 120 months, however this will be subject to negotiation in the Timeline in the Negotiation Phase.
