Summary of the contracting process

The UK Health Security Agency has issued a notice of termination for the Testing Solutions Dynamic Purchasing System (DPS) for diagnostic kits, with the agreement ending on 27th November 2023. This termination cancels all pending applications, and no new applications will be accepted after 26th October 2023. The procurement was managed by the Secretary of State for Health and Social Care through the UK Health Security Agency in London.

This tender process created opportunities for providers of diagnostic kits to participate in the DPS procurement. The termination of the DPS signifies the closure of this procurement opportunity, tailored specifically for businesses in the goods category, interested in supplying Lateral Flow Testing and Polymerase Chain Reaction Kits. Businesses needing ongoing supply contracts of diagnostic kits would have been suited to engage in this procurement process under selective procurement method with restrictive procedures.

Notice Description

UKHSA is hereby giving notice of its termination of this DPS. The termination process will commence immediately upon the sending of this message, meaning the DPS Agreement will end on Monday 27th November 2023.

From the date of publication (26 October 2023) all pending applications are cancelled and no new applications will be reviewed.

Lot Information

Lot 1

UKHSA intends to establish the DPS to help fulfil its requirement for the ongoing supply of additional Lateral Flow Testing (LFT) and Polymerase Chain Reaction (PCR) Kits. UKHSA is therefore seeking applications from potential providers to be admitted to the DPS. UKHSA envisages that the DPS will be divided into the categories of products (Lots) with differential characteristics for the LFT and PCR lots (more fully described in the relevant Specifications). UKHSA currently intends to run procurements within the DPS to seek tenders from those providers who have qualified onto the DPS and whose kits fall within one or more of the relevant lots. Potential providers may join the DPS at any time up to the date the DPS expires so long as the potential provider meets the criteria stated in the documents found on the appointed esourcing platform (Atamis). If a potential provider meets the criteria for admission to the DPS and is appointed to a lot then it may be invited to tender for the award of one or more contracts. UKHSA envisages using specific criteria which may, where appropriate, be formulated more precisely in the Invitations to Tender for those procurements.
For LFT requirements UKHSA does not seek to procure kits which are exclusively nasopharyngeal, oropharyngeal or exclusively both. Additional information: For those procurements within the DPS, UKHSA envisage using criteria which may, where appropriate, be formulated more precisely in the Invitations to Tender for those procurements and may differ depending on Lot.

Renewal: The Authority reserves the right to renew.
