Summary of the contracting process

Kirklees Council established an electronic marketplace for adult education, training, employment support and lifelong learning services in Kirklees. It brings together delivery partners eligible to compete for individual service contracts through further competitions. The work spans community-based adult learning for residents facing barriers to education, including people with low English or maths skills, people who are unemployed or on low wages, and learners with health or social challenges. Other requirements include digital skills and employment support for inactive residents in North and South Kirklees, digital and assistive technology support for neurodivergent employees and employers, and creative-sector learning and volunteering opportunities. Adult learning is intended to build confidence, widen participation and support people and communities facing deprivation or unequal access to learning and the arts.

The procurement has been awarded and the electronic marketplace is operating through a selective, restricted procedure. Kirklees Council selected multiple providers for individual service competitions, including Ravensthorpe Community Centre, Paddock Community Trust, AALFY, S&H Training and Development, Crosland Moor Computer Centre, Proper Job Theatre Company, Third Sector Leaders Kirklees, Kirklees College and other specialist providers. Reported individual contract values range from £16,300 to £349,000; these are separate awards, not a combined contract value. The original marketplace period was planned for 1 June 2022 to 31 May 2027 and has been extended to 23 February 2029. The initial participation deadline was 16 May 2022. Selection assessed financial viability and relevant technical expertise and professional experience, with further competitions run among marketplace members. The marketplace value is stated as a maximum estimated £5,625,000 after extension.

This marketplace demonstrates recurring demand from Kirklees Council for locally delivered adult learning, employment and digital inclusion services, with opportunities shaped around specific learner groups and community needs. Credible providers need relevant delivery experience and evidence of technical and professional capability, typically through previous contracts; applicants were assessed on examples of comparable work. The buyer also considered financial viability and limited the value of work awarded to a provider by reference to its annual turnover, so suppliers need capacity appropriate to the size of each service competition. Providers must be able to deliver inclusive, community-based support, including practical digital skills, support for neurodivergent people and employers, or creative learning where relevant. The awarded supplier group includes community organisations, training providers, a college and specialist organisations, showing that both specialist and community-based delivery models have participated.

Potential Entrepreneurs

The Council of the Borough of Kirklees (the "Council") wishes to establish a programme of services with a maximum of ten (10) suitable Delivery Partners for Adult Learning in Kirklees. Adult Learning is designed to help adults of different ages and backgrounds and will continue to focus on turning around the lives of local people and maximising the effect this funding has on the social and economic well-being of individuals, families and communities. As such, provision should focus on key groups of residents in the most deprived wards of Kirklees, particularly those residents facing barriers to learning and in need of support to improve their lives, their families and their communities. This includes those residents below level 2 in English and maths, low waged and unemployed and learners with health and social issues, including psychical and mental health challenges. We are seeking to support projects and ways of working that can complement our long-term ambition for the district and will increase and diversify the number and type of adult learners in Kirklees, identifying and engaging underrepresented groups and providing them with their 'first-step' into learning. Community-based learning should take place in non-pressurised learning contexts where people understand learners' needs and treat learners equally, thereby increasing their confidence and self-esteem.

Volunteering Opportunities

Through UKSPF PACE, we will be seeking to provide new opportunities for our residents aged 16+ to access the arts and creative economy. We want to:- * Raise awareness, by generating interest in a sector that participants might not have previously considered. * Enable a'ccess to provision to develop sector specific skills and experience that could lead to work , volunteering or further learning opportunities. E.g., This could be in the form of workshops or a short course-based activity. * Provide access to information advice and guidance on self-employment, setting up their own business. We especially want to see participation from our poorest areas (as defined by the Index of Multiple deprivation (IMD)) and with communities were unequal access to the creative arts sector remains a barrier. Moving the creative arts from the margins into the mainstream.
