"description": "The framework agreement was initially awarded on the basis of of 2 years with a further 2 x 12 month option to extend. The option to extend was exercised and the framework would expire on 30th October 2020. An additional 6 month extension was exercised and the agreement would expire on 30th April 2021 unless extended further. A further 12 month extension was exercised and the agreement would expire on 30th April 2022. The only amendment being made is a 6 month extension of the expiry date to to 31st October 2022. The lots, suppliers, and nature of the supplies provided under each lot are unchanged. The estimated increased total spend through the framework will be less than 50% of the value of the original framework agreement. The reasons for the modification are consistent with the derogation grounds in Articles 72(1)(c) and 72(1)(e) of Directive 2014/24/EU (reg72(1)(c) and reg72(1)(e) Public Contracts Regulations 2015 as amended). The new procurement process will be launched in June of 2021 and much of the preliminary work regarding strategy, specification, and supplier engagement has already been completed.",
"rationale": "Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: Since March 2020 the ongoing Covid-19 pandemic has required ITC stakeholders to focus their efforts on a shift to digital resource provision in support of new teaching practices. These challenges continued though 2021. The closure of member institutions has affected the ability of the institutions to agree the terms of any new agreement or to re-procure. The modification does not alter the overall nature of the contract, the overall nature of the contract is unaltered, lots, economic operators and subject matter of the contracts. Any increase in price does not exceed 50 % of the value of the original contract or framework agreement."
