Summary of the contracting process

The Victoria and Albert Museum is currently conducting a tender for the "V&A East Museum Tenant Fit Out" project, which falls under the construction industry category. The procurement process is at the active tender stage, with a deadline for tender submissions set for 5 August 2022. The contract, which has an estimated value between £8 million and £10 million, will involve a "white box" fit-out, including mechanical, electrical, and plumbing (MEP) works, as well as non-structural partitions and flooring. The fit-out contractor will need to coordinate activities in Inner London – East, with a contract period commencing on 1 October 2022 and concluding on 31 July 2023. This procurement will follow a selective procedure with a two-stage process comprising a Selection Stage followed by an Award Stage.

This tender presents an excellent opportunity for construction firms specialising in fit-out works, particularly those experienced in high-quality interior construction and project coordination in complex environments. Given the project's scale and the involvement of the wider Stratford Waterfront initiative, businesses that can demonstrate logistical planning and flexibility are well-suited to compete. Additionally, subcontractors focusing on MEP services, flooring, and partition installation may also find significant opportunities within this tender, making it a promising prospect for growth within the competitive construction market.

Lot Information

Lot 1

This notice follows a Prior Indication Notice published on. We are now opening the competition and tenderers can access the PQQ document pack. This contract is for the tenant fitout of the new Victoria & Albert East Museum, which forms part of the wider East Bank development. The scope of works is to provide the "white Box" fitout, which will include the installation of flooring, ceilings, non-structural partitions, 1st, and 2nd Fix MEP fittings, along with the tenant FFE installation and other items. This procurement will be carried out using the "Restricted Procedure" as provided for in the Public Contracts Regulations. This is a two stage process with a Selection stage followed by an Award Stage. Tenders invited at the Award Stage will be issued only to those limited number of tenderers that are successful at the Selection Stage. The contract will be tendered via a 2-stage process and upon completion of a pre-construction services period, the aim is that the V&A and the successful tenderer will enter into a JCT 2016 Design and Build contract (with amendments). V&A East sits within the wider Stratford Waterfront project. Therefore, during the fitout works areas directly outside of the building will be under the contract of the shell and core contractor, Mace Limited. The fitout contractor will therefore need to develop a phasing and logistics strategy in line with the constraints of the wider Mace site. It is currently envisaged that during the fitout contract, the responsibility for the control of areas outside of the V&A East may change. For clarity, the galleries installation is not included as part of this contract. The estimated contract value is at present PS8,000,000 - PS10,000,000 (GBP) which is, for the avoidance of doubt, an estimate only. Award criteria for the second stage of the procurement process will be based on a 70% quality 30% price split.

Options: The option to value engineer and make reasonable amendments to the scope relating to the project
