Summary of the contracting process

East Ayrshire Council established a winter maintenance assistance framework for gritting, snow clearing and winter treatment when its internal resources are exhausted. The services cover East Ayrshire, South Ayrshire and Kilmarnock. The five planned areas are ad hoc road and footway assistance; standby treatment of Kilmarnock town-centre priority footways; standby treatment of priority carriageway routes; standby treatment of priority footway routes; and ad hoc gritting and snow clearing for sheltered and supported living accommodation in East Ayrshire. Requirements involve contractors, farmers and other service providers supplying suitable winter-maintenance vehicles, plant and equipment. Depending on the area, work includes liquid sodium chloride or calcium chloride brine treatment, road and footway gritting, snow clearance, and white rock salt treatment for footpaths and car parks.

The procurement has reached the awarded stage through an open procedure for a framework agreement. The framework term for each lot is 2,520 days, with an initial four-year term and three one-year extension options at the Council’s discretion. Lot 3, priority carriageway routes, was awarded to J & W McNae Ltd, John McGeady Ltd and Michael J Woods Limited; its contract is valued at £400,000 and was signed on 15 November 2022. Lot 1, East and South Ayrshire road and footway gritting and snow clearing, was awarded to Hillhouse Quarry Group Ltd trading as MacASPHALT, J & W McNae Ltd, John McGeady Ltd and Michael J Woods Limited; its contract value is £400,000, signed 15 November 2022. Lot 2, Kilmarnock priority footways, was awarded to Cappers Group Ltd; its contract value is £840,000, signed 15 November 2022. Evaluation was 95% price and 5% lone-working quality. Bids were electronic and variants were not allowed.

This requirement shows recurring winter-service demand from East Ayrshire Council across roads, footways, town-centre routes and supported accommodation. A credible future supplier would need suitable gritters, snowploughs, vehicles, plant and equipment, together with the operational capacity to provide ad hoc assistance or standby coverage during severe weather. Carriageway and footway providers need to support priority-route operations and, where required, continuous winter coverage over defined seasonal periods. Kilmarnock footway treatment requires capability with liquid de-icer, including sodium chloride brine and calcium chloride brine. Accommodation work requires gritting of footpaths and car parks using white road salt. Suppliers should be able to provide named, qualified staff, demonstrate three years of general turnover, complete the insurance questionnaire, and hold or obtain £10 million employers’ liability, £5 million public liability and £5 million products liability insurance, plus appropriate motor insurance. Lot 1 - Ad Hoc Assistance for Gritting and Snow Clearing Operations within East and South Ayrshire

Lot 1 will consist of Contractors/farmers etc (Service Providers) along with appropriate vehicles, plant and equipment which could be made available during periods of adverse winter weather to assist with winter maintenance operations on an as and when required basis. It is envisaged there will be a maximum of 6 Contractors appointed to this Lot. There can be no guarantee as to the level of assistance that will be required over the term of the Framework Agreement, if any at all.
