Framework for the Provision of Agency Workers to the NI Housing Executive - Lot Three - Technical & Professional Specialist Roles.
Notice Description
The Housing Executive requires Contractor(s) for the provision of Agency Workers as defined by Regulation 3 of the Agency Workers Regulations (Northern Ireland) 2011 (AWRs) to provide cover both for ongoing structural change projects as well as business as usual requirements such as cover for internal secondments, sickness absence, maternity leave or additional workload. The Housing Executive intends to establish a Framework Agreement to meet this requirement. The Framework Agreement will be divided into three (3) Lots: * Lot One - Admin and Customer Contact Roles; * Lot Two - Building Trade and Manual Roles; * Lot Three - Technical and Professional Specialist Roles. For Lot One the Housing Executive will award places to a maximum of eight (8) Contractors for the provision of Agency Workers - Admin and Customer Contact Roles. For Lot Two the Housing Executive will award places to a maximum of ten (10) Contractors for the provision of Agency Workers - Building Trade and Manual Roles. For Lot Three the Housing Executive will award places to a maximum of ten (10) Contractors for the provision of Agency Workers - Technical and Professional Specialist Roles. Tenderers may bid for one, two or all Lots.
Lot Information
Lot One - Admin and Customer Contact Roles
The Housing Executive has a Framework Agreement for the provision of Agency Workers as defined by Regulation 3 of the Agency Workers Regulations (Northern Ireland) 2011 (AWRs) to provide cover both for ongoing structural change projects as well as business as usual requirements such as cover for internal secondments, sickness absence, maternity leave or additional workload. Lot Three of this Framework Agreement covers Technical and Professional Specialist roles.
Options: The Framework Agreement shall be for a period of 24 months 01 April 2023 - 31 March 2025, with options to extend the Framework Agreement for periods up to and including 24 months, or part thereof, potential term of the Framework Agreement - 4 years.
Renewal: The Housing Executive can invite the Contractor(s) to agree to extend their place on the Framework Agreement for any period up to and including 24 months commencing from the Initial Contract Period Expiry Date. This offer to extend the Framework Agreement is entirely at the discretion of the Housing Executive.

"rationale": "Need for additional works, services or supplies by the original contractor/concessionaire: The Housing Executive awarded a Framework Agreement which contained three Lots, all ending at the same time, at a total value of PS71m. This modification is in relation to Lot 3 as there has been an increase in the estimated usage in this Lot. Therefore the spend on this Lot has increased and will exceed the currently approved PS13,109,304 limit. The Housing Executive are estimating that to extend the Framework Agreement, in it's entirety, for the final 12 month period (01 April 2026 - 31 March 2027) Lot 3 could incur additional expenditure of up to PS19,500,000.00 This figure would be below the 50% allowable under clause 72 (1) (b) (ii) of the Public Contracts Regulations 2015. To not extend Lot Three for the final 12 month period, in line with the other two Lots of the Framework Agreement, would cause significant inconvenience and substantial duplication costs to both the Housing Executive, service providers and to the affected Agency Workers under this Lot. Please note, the overall Total value of the Framework Agreement of PS71m will not be affected by this modification."
