Summary of the contracting process

Velindre University NHS Trust procured specialist consultancy to support the opening and operational transition to the new Velindre Cancer Centre in Cardiff. The requirement covers readiness governance and programme controls, including governance structures, reporting frameworks, integrated programme planning, KPI monitoring, readiness assessments, risk and issue management, dependency and change control, service planning, accreditation, licensing and move preparation. The wider procurement route also covered construction and infrastructure consultancy disciplines, including project management, civil and structural engineering, quantity surveying, mechanical, electrical and public health engineering, principal designer services, multidisciplinary support, building surveying, healthcare planning, sustainability and ancillary construction advice. NHS Shared Business Services Limited is also identified as a buyer and framework provider. The work is healthcare transformation and major capital-project consultancy rather than building construction itself.

The procurement is complete and has resulted in active awards and contracts. It used a selective restricted procedure with a framework agreement. The tender deadline was 4 November 2022, and second-stage invitations were due on 6 January 2023. The tender estimated value was £1.6 billion. Eleven lots were listed; all are recorded as cancelled, although active awards and contracts are recorded against the process. For the readiness governance requirement associated with Lot 1, Gardiner & Theobald was awarded an active contract worth £435,848, signed on 6 August 2026, with a 1,440-day contract period. A separate active award and contract worth £1.6 billion was signed on 3 November 2023, with the supplier recorded as a full supplier list rather than named individually. Lot 1's stated award basis was price; other lots used 70% quality, including social value, and 30% price.

This procurement demonstrates substantial NHS demand for specialist advisers who can support complex healthcare capital programmes through operational transition. A credible future competitor would need practical experience of programme governance and controls, integrated planning, risk, issue, dependency and change management, performance reporting and readiness assessment. Healthcare transformation expertise is important, particularly in service planning, accreditation, licensing and preparing organisations to move into new facilities. The wider route indicates value in multidisciplinary capability spanning project and programme management, cost and contract advice, design and engineering, building surveying, healthcare planning, principal designer duties, sustainability and ancillary construction services. Suppliers should be able to work within robust public-sector governance and coordinate multiple professional disciplines. Quality, including social value, was central to most lots, while the readiness award relied on price; relevant NHS or major infrastructure experience would strengthen credibility.
