Summary of the contracting process

Cambridgeshire County Council procured a property asset management solution: software and information systems for managing its land, buildings, equipment and facilities-management activity across Cambridgeshire. The system supports asset records, maintenance planning, facilities-management supplier onboarding, data uploads and operational information sharing. The requirement also covers system enhancements, asset tagging and population of asset records, SFG20-related development and transition to Facilities IQ, API integration for reactive helpdesk information, improved data quality, and additional cloud storage. This is a technology supply contract rather than construction or routine property maintenance. The selected supplier, Concerto Support Services Limited, is based in Leicester and is classified as an SME. The buying organisation is Cambridgeshire County Council.

The procurement is complete and has been awarded through an open procedure. Three bids were received, all from SMEs. Evaluation was based on price (55%), quality (40%) and social value (5%). The tender closed on 26 January 2023, following an amendment to the original deadline of 16 January 2023; bids were opened on 26 January 2023. Concerto Support Services Limited received the original award, with a contract value of £339,000, signed on 20 March 2023. A subsequent active award to the same supplier has a value of £414,000, representing additional enhancements; the contract period is 1,080 days. The additional work increased the original value by 22.12% and was justified on technical and economic grounds, including compatibility and integration with existing systems. The lot is recorded as cancelled, although both awards and contracts are active.

This procurement demonstrates demand for integrated property and facilities-management software within a local authority estate. Suppliers seeking to compete for comparable work would need to provide a mature asset-management platform and show that it can support comprehensive asset records, planned preventative maintenance, maintenance standards such as SFG20, supplier onboarding and operational data uploads. Credible capability would also include API development for helpdesk integration, secure cloud hosting with storage that can scale as estate records and documentation grow, and practical migration or rationalisation of existing data. The buyer’s decision to retain the incumbent for compatibility, interoperability and integration indicates that demonstrable integration with existing council systems would be important. A supplier should also be able to evidence quality, social value and cost effectiveness, and have capacity to deliver post-implementation enhancements.
