        "procurementMethodRationale": "Varian is the single supplier of this software and they provide support of the main system and their bespoke interface engine. This system is highly specialised for the purpose of cancer treatment delivery and is in use to support cancer services in all five trusts in Northern Ireland. Only the supplier of the Varian system has the technical expertise to carry out this integration of their own product with the EHCR being implemented in HSCNI. It is not possible to procure this interface development via a framework route. Alternative options are not appropriate in this instance as Varian is already contracted and deployed across Northern Ireland. Varian is the only cancer treatment management system in use for this purpose regionally and therefore this DAC is being justified for technical reasons under Regulation 32(2)(b) of the Public Contracts Regulations 2015 as only the supplier of the Varian system has the rights and ability to create the interface with EHCR."
