Summary of the contracting process

Procurement for Housing Ltd (trading as PfH Scotland) is setting up a dynamic purchasing system for responsive housing repairs, empty-property refurbishment and multi-trade project work across West Central Scotland. The six work areas are joinery repairs, electrical repairs, plumbing repairs, voids and multi-trade work, out-of-hours emergency repairs, and specialist repairs, refurbishment and planned or preventative maintenance. Depending on the work area and each member’s requirements, tasks may include call handling, diagnosing repairs, scheduling work and delivering the repairs or managing the full process. The system is intended for use by PfH members, including housing providers and public authorities, and iFlair housing association members in Inverclyde, East Renfrewshire and Renfrewshire.

The buyer invited offers through a restricted procedure to establish an open dynamic purchasing system; this is the tender stage, not an individual contract award. Suppliers may apply for one or more of the six work areas. The estimated overall value is £42 million, based on a maximum seven-year term: an initial four years with an option to extend by up to three years. The stated contract period for each work area is 1,440 days. The tender deadline was 12 April 2027 at 16:00, and invitations to the next stage were scheduled for 13 April 2027. At later, individual competitions, at least five candidates are to be invited, subject to the number of approved suppliers. Award is based on quality and price; detailed weightings are set for each individual competition. Bids must be in English and variants are not allowed.

This opportunity suits contractors able to deliver housing repairs and maintenance in West Central Scotland, with applications available for individual trades as well as multi-trade, emergency and specialist work. Suppliers need relevant experience in the services covered by the work area they apply for, a regularly reviewed and documented health and safety policy appropriate to their operations, and the financial stability to perform the work. Applicants must provide at least two years of financial accounts and hold £5 million employers’ liability and £5 million public liability insurance. NICEIC accreditation or an equivalent is required for electrical repairs, voids and multi-trade work, and out-of-hours work. Depending on the work, contractors may need capacity for emergency response, out-of-hours call handling, repair diagnostics and scheduling, or to supplement housing providers’ direct labour or manage delivery end to end. Further technical requirements may be set for individual competitions.

Procurement for Housing wish to establish a DPS for the delivery of responsive repairs, voids and multi trade project works for PfH Members throughout West Central Scotland. It is intended that the DPS will run for an initial period of four years with the option to extend for a further period of up to three years. The estimated value is based on the maximum seven-year period. The opportunity has been divided into six categories as follows: 1. Joinery Repairs 2. Electrical Repairs 3. Plumbing Repairs 4. Voids and Multi Trade Work 5. Out of Hours 6. Specialist Works Organisations can apply to become qualified suppliers in one or more lots. iFlair is a consortium of housing associations in Inverclyde, East Renfrewshire and Renfrewshire. It is envisaged that member's will utilise this DPS for the procurement of contracts to deliver the services defined above based on their individual and/or joint requirements. At the invitation to tender stage PfH Members will define the requirements including tender requirements and specification, delivery model, pricing model and form of contract.

Voids and Multi Trade Work

Delivery of voids and associated refurbishment and/or minor project works. Qualified Contractors may be required to supplement direct labour, or fully manage the end-to-end process of delivering voids on behalf of PfH Members including call handling, repairs diagnostics and work scheduling. The award criteria will be based on quality and price. Weightings will be formulated more precisely within the individual DPS Invitation to Tender contract documentation.
