Summary of the contracting process

NHS Supply Chain is buying food-to-go products for NHS Trusts and other eligible healthcare customers across the UK. The requirement covers patient feeding solutions and café retail feeding concepts, including prepared sandwiches, salads, sandwich fillings, snack pots, cakes, pastries, pies, pizza, street food, desserts, ice cream, chilled and frozen drinks, grab-and-go food and branded equipment linked to included food brands. The procurement is for goods, principally food and associated catering products (CPV 15000000). It is a non-exclusive Dynamic Purchasing System, with NHS Supply Chain as the contracting route and customer organisations using it for their food-to-go requirements. Suppliers can apply for either or both product categories, subject to passing the mandatory requirements for the category concerned. Deliveries and service coverage are across various UK locations.

The procurement is complete and operates as a restricted procedure Dynamic Purchasing System. The DPS has an estimated value of £78,831,476 and a minimum seven-year term, with applications accepted until 20 September 2030. Awards include Tiffin Sandwiches, On a Roll Sandwich Company, Raynor Foods, Anchor Catering, Samworth Bros and Lime Tree Foods. Active contracts were signed between 18 November 2024 and 22 May 2026, with individual values ranging from £134,000 for Solent NHS Trust to £3,844,000 for a four-Trust Midlands collaboration. The current award round covers March to May 2026. Earlier tenders for North Middlesex and Royal Free London, County Durham and Darlington with Newcastle and Gateshead, Nottinghamshire Healthcare, University Hospitals Sussex and East Sussex Healthcare, Northern Care Alliance, and Solent NHS Trust were cancelled. Evaluation used financial, product evaluation, quality or questionnaire and social-value criteria, with weightings varying by requirement.

This procurement demonstrates recurring NHS demand for manufacturers and distributors of prepared sandwiches and wider chilled, frozen and ambient food-to-go ranges. Credible competitors need production capacity, dependable UK-wide distribution and the ability to supply both patient catering and retail café requirements. Product evaluation is a substantial feature of the competition, so suppliers need consistent recipes, presentation, quality control and the ability to provide samples or other product evidence. The awarded supplier base includes several small and medium-sized businesses alongside a large food manufacturer, indicating that specialist regional producers can compete as well as national-scale suppliers. Businesses should also be prepared for mandatory category requirements, electronic ordering, invoicing and payment, monthly reporting obligations, environmental commitments and compliance with the NHS Supply Chain code of conduct. Social value and financial competitiveness are also important elements of the evaluation.
