Summary of the contracting process

NHS England is planning a tender process titled "FDP Marketplace" in the services category within the electronic marketplace retailing services sector. This procurement aims to establish a marketplace within the federated data platform project to enable multiple vendors to offer solutions, products, and services for the National Health Service (NHS) trusts and Integrated Care Systems (ICSs). The anticipated contract value is £21 million. The tender initiation type is planned, with a future notice date set for July 19, 2023, and the procurement stage is in the planning phase.

This procurement opportunity by NHS England for the FDP Marketplace presents significant business growth potential for firms specializing in database software development, data management, and electronic data management services. Entities offering services related to the electronic marketplace retailing sector are well-suited to compete. The procurement method and route to market are yet to be determined, providing an opportunity for interested suppliers to engage with NHS England to explore collaboration possibilities. Suppliers are encouraged to review the Request for Information (RFI) for detailed information about the project scope and objectives.

Notice Title

FDP Marketplace

Notice Description

This RFI relates to the third planned part of NHS England's federated data platform procurement:
Marketplace. The federated data platform will connect existing IT systems, making it easier for staff to access the information they need in a safe and secure environment, and provide NHS trusts and ICSs with a set of core capabilities and nationally developed solutions. The marketplace element will enable the creation and delivery of use cases and products by other suppliers and subsequent publishing of operational products and solutions supporting the use cases. . Marketplace is expected to enable a multi-vendor landscape for the FDP Programme, driving innovation across the NHS and reducing duplication of developing data products. The core functions of the marketplace are to:

* publish and share solutions - A solution exchange for publishing and sharing curated solutions that use FDP data, created both within and outside of the NHS ecosystem.
* Discover and download solutions - A catalogue to find published solutions and the mechanism to download them within their local NHS environment.
* Incentivise publishers - Publishers can be incentivised to encourage wider use of their solutions.

NHS England expects to fund the Marketplace to deliver these capabilities, however, it is keen, as outlined in pages 4 and 5 of the RFI, to explore ways in which the Marketplace may become self-sufficient over time; either as a whole stand-alone Marketplace, or for certain functions of the Marketplace.
