Summary of the contracting process

The Education Authority has initiated a procurement process titled "FMM-22-013 Supply and Delivery of Grounds Maintenance Products," focusing on the goods category, specifically sulphates and various maintenance chemicals. This tender is a framework agreement intended for widespread use across Northern Ireland's educational institutions and related bodies, with the contract period spanning four years. The procurement process is in the award stage, with key contracts signed on 29th September 2023 for a total value of £750,000 GBP. The contract covers delivery to multiple locations throughout Northern Ireland. Due to unforeseen circumstances such as increased product prices and geopolitical tensions, the framework's value has been increased by 50%, meeting the requirements of PCR 2015 Regulation 72(1)(c). Key suppliers include Nomix Enviro Ltd and others, indicating a competitive multi-supplier framework structure designed for flexibility across diverse product needs.

This tender offers an expansive opportunity for businesses that supply fertilisers, herbicides, rock salt, and similar grounds maintenance products. SMEs specializing in these categories, such as those capable of competitively pricing within diverse and fluctuating market conditions, would find a suitable platform for growth through this framework. Given the contract's scope covering various educational and governmental sites across Northern Ireland, businesses with well-established distribution networks can leverage this opportunity to enhance their market presence. Additionally, the modification of the framework to accommodate price adjustments presents an advantageous landscape for firms that can swiftly adapt to economic changes and consistently supply despite market volatility.
