    "description": "This procurement is being conducted under regulation 48 of the UCR2016, utilising the Competitive Dialogue procedure and will only be available through NTL's e-Tendering platform, DELTA. If not already registered on DELTA, interested parties are encouraged to do register at http://www.delta-esourcing.com in order to participate in this opportunity. Any submissions that are not submitted by the Delta eTendering tool will be disqualified. Interested parties should note that this procurement may not result in the award of any contract, and issue of this Contract Notice does not create any form of contract, implied or otherwise, between NTL and any other party, and that participation in procurement process is entirely at potential suppliers' own risk. NTL will continue to develop and refine the specification and award criteria throughout the tender process and it expressly reserves the right: 1) not to award any contract as a result of the procurement process commenced by the publication of this notice; 2) to make whatever changes it may see fit to the content and structure of the tendering competition; 3) to amend (a) contract(s) in respect of any part(s) of the services covered by this notice; and 4) to award contract(s) in stages and in no circumstances will NTL be liable for any costs incurred by candidates. Variant bids may be permissible within the parameters to be set out in the tender documentation. NTL intends to hold a Supplier/Candidate Briefing Session (limited to 4 delegates per supplier) on 24th August 2023 which will include a short presentation on the scope, and timeframe of the procurement process. Interested parties must register their interest via the Delta e-tendering messaging system with attendee detail of name, email address and position, no later than 10:00 23rd August 2023. Contracts to be governed by English Law.",
