Summary of the contracting process

Dorset Council is actively procuring services through the Digital Innovation Dynamic Purchasing System (DPS), particularly in the field of IT services such as consulting, software development, Internet and support. Located in Dorchester, UK, the Council aims to fortify its reputation for digital innovation, driven by initiatives like the 5G RuralDorset project. The procurement is at the tender stage, with a submission deadline of 14 February 2024. The process operates under a selective procurement method known as the Restricted Procedure, ensuring precise adherence to legal standards while facilitating dynamic and responsive procurement arrangements.

The DPS provides an agile framework for businesses to access lucrative opportunities within the digital sector, fostering substantial economic growth in Dorset. Firms specialising in telecoms research and development, software package creation, and consultancy services are particularly well-positioned to benefit. This initiative can catalyse business expansion, drawing significant investment to the region and creating specialised roles. The flexible, ongoing supplier admission system accommodates varying project demands, allowing companies with innovative solutions and quick delivery capabilities to thrive in this competitive ecosystem.

Notice Title

Digital Innovation Dynamic Purchasing System (DPS)

Notice Description

The work of the Digital Place Team, including the multi award-winning 5G RuralDorset project, has earned the Dorset Council area a reputation for world-class telecoms R&D. We want to further establish our county as a leading destination for digital innovation in sectors key to the success of our region and the UK. The Dorset Council Plan to 2024 identifies digital innovation as a key Cabinet commitment. We now have an opportunity to continue supporting and growing this innovation ecosystem to create something of lasting local, national and international significance. It could draw in millions of pounds and create hundreds of skilled jobs in Dorset, helping support council priorities and regional aspirations such as those set out in the Great South West Prospectus. We need an agile, pacey yet legally compliant way of working with current and future partners and suppliers to offer "innovation as a service". Opportunities in this field can be high value and typically have short deadlines. Speedy but robust procurement arrangements are essential.

This arrangement is an established Dynamic Purchasing System (DPS) operating under the Public Contracts Regulations 2015, allowing ongoing supplier admission and flexible call off arrangements. The extension reflects the revised transitional and saving provisions set out in the Procurement Act 2023 (Commencement No. 3 and Transitional and Saving Provisions) (Amendment) Regulations 2024 (SI 2024/959), which amend the implementation timetable for the new procurement regime. These amended regulations include revised deadlines that extend certain dates previously set for late October 2028 to 23 February 2029, ensuring continued lawful operation of DPS arrangements established under the 2015 Regulations during the transition to the new regime."
