Summary of the contracting process

NHS England commissioned a nationwide frontline digitisation support service known as Tiger Teams. The service provides experienced, multi-skilled, rapid-response intervention support to NHS secondary-care provider organisations delivering acute, specialist, community, mental health and ambulance services. Its purpose is to help providers reach the minimum digital capability set by the Digital Capabilities Framework and implement electronic patient records, as part of the wider Frontline Digitisation programme. The work covers administrative healthcare support, with a technical analysis and consultancy element, and is delivered across England. The service expands an existing support offer by supplying the resource, expertise and information needed for successful electronic patient record roll-outs. This procurement is complete and has been awarded through an open procedure, with a framework involving one participant. Four electronic bids were received and evaluation used quality technical questions (65%), social value (10%) and price (25%). KPMG LLP was selected for the single lot. The first active contract was signed on 9 May 2025 at £13,333,334.00, while two further active contracts, each signed on 9 May 2025, are recorded at £19,733,334.67 and run from 9 May 2025 to 31 March 2027. The procurement estimate was £13,333,333.33, and the later contract records state that an additional £6.4 million was added because demand was higher than expected. The tender deadline and bid opening were both 20 November 2024.

The award demonstrates demand for a large-scale NHS digital transformation partner able to deploy multi-skilled teams rapidly across England. Notice Description

The Frontline Digitisation (FD) programme is working with provider organisations to support them in reaching a minimum level of digital capability (as defined by the Digital Capabilities Framework) and to have an electronic patient record (EPR) in place by the end of March 2026. For the purposes of this service, provider organisations are defined as NHS secondary care Trusts providing acute, specialist, community, mental health, and ambulance services.<br/><br/>To fulfil this ambition, the FD Programme have appointed a partner to create an experienced, multi-skilled, rapid response intervention service also known as a Tiger Teams service, capable of supporting EPR Delivery across England.<br/><br/>This service will be an expansion to an existing comprehensive support offer available to providers, designed to support the national demand for resource, expertise, and information necessary to successfully rollout EPRs.

Update 09.09.2026 - Contract Value increased by an additional PS6.4m in line with Regulation 72.1.b of PCR2015.

Options: 1x12 month option to extend, to 31st March 2027.

Renewal: NHS England proposes to enter into Contract(s) until 31st March 2026 with the successful Tenderer(s).
The initial contract term shall expire on 31st March 2026 with the potential for twelve (12) months in extension periods.
The anticipated service commencement date is 1st April 2025.
