Summary of the contracting process

The Ministry of Defence, based in Bristol, United Kingdom, issued a tender for the provision and support of a Body Armour Load Carriage System (BALCS) in the protective and safety clothing industry category. The procurement method was limited and negotiated without publication of a contract notice. The contract, awarded to Level Peaks Associates Ltd, is active with a value of approximately £11 million. The contract aims to upgrade and maintain existing equipment for the Air Defence Environment over a period of up to seven years, including options for additional services.

This procurement process offers opportunities for businesses, particularly those involved in providing protective gear and flying clothing. Companies with expertise in security-related garments or anti-ballistic protection may find this tender suitable for their capabilities. Given the nature of the contract being centered around Defence Equipment & Support within the Ministry of Defence, businesses with experience in servicing military equipment and meeting aviation standards would be well-positioned to compete in delivering quality support services for the BALCS over the contract period.

In accordance with regulation 4 of the Defence and Security Public Contracts (Amendment) (EU Exit) Regulations 2019 (SI 2019/697) this procurement falls to be regulated under the provisions of the Defence and Security Public Contracts Regulations 2011 as amended (in particular by SI 2019/697 and SI 2020/1450). Prior publication of a contract notice in the Official Journal of the European Union is no longer appropriate.
