Summary of the contracting process

The General Pharmaceutical Council (GPhC) has completed a contracting process for the delivery of the Pharmacists' Common Registration Examination, a significant service within the pharmacy services industry in the United Kingdom. This contract, titled "Pharmacist Common Registration Examination," was awarded on 29th September 2025 and is valued at approximately £4.2 million. The awarding entity sought a service provider capable of managing high-stakes online professional assessments, along with the necessary administrative and support services, through a selective procurement method described as a "Competitive procedure with negotiation" under regulation 29 of the Public Contracts Regulations 2015. BTL Group Limited was awarded the contract after successfully competing in the selective tendering process, which initially called for proposals by September 2024.

This tender represents an excellent opportunity for businesses specialising in digital assessment platforms, examination invigilation, and educational services administration. It is particularly suitable for small and medium enterprises (SMEs) with experience in high-stakes examination delivery, secure computer-based testing, and comprehensive candidate support services. The competitive procedure involved multi-stage evaluations, ensuring that only suppliers with adequate technical and service delivery capabilities were considered. Business entities capable of managing large-scale assessments across multiple locations in the UK, as well as those offering innovative examination delivery solutions, are well-positioned to compete in future renewals or similar procurement opportunities. The GPhC's focus on maintaining robust service models ensures ongoing demand for providers proficient in secure, scalable, and efficient examination processes, promoting sustained business growth in the educational services sector.
