Summary of the contracting process

Kirklees Council procured the design, supply, installation, dismantling and storage of Christmas illuminations for town-centre schemes in Huddersfield, Dewsbury and Batley. The requirement covers exterior festive lighting and lighting systems, including installation of outdoor illumination equipment (CPV 31522000, Christmas tree lights). The supplier is also responsible for annual inspection and maintenance of the supplied lighting, annual testing and maintenance of existing infrastructure such as eyebolt fixings, anchor points, catenary wires and other hanging fixings, and attendance at switch-on events in each town. The work is delivered across Kirklees, with the procurement managed by the Council of the Borough of Kirklees. A later contract modification adds lighting for the Our Cultural Heart public space in Huddersfield.

The procurement is complete and has been awarded to Gala Lights Ltd, an SME. It used an open procedure, with electronic submission, and received four bids. The tender deadline was 14 June 2024 at 13:00, with evaluation beginning at 14:00 the same day. The original estimated value was £340,000 and the contract was signed on 5 September 2024. The awarded contract value was £338,096.20; a later active contract record gives an amended value of £458,096.20. The contract period runs from 2 September 2024 to 2 October 2026, with an initial duration of 36 months stated in the procurement terms and options to extend by two further years on a year-by-year basis, potentially to 2 October 2029. Evaluation weighted quality at 80%, including social value, and price at 20%.

This requirement suits specialist festive-lighting contractors able to design coherent town-centre schemes, supply suitable exterior lighting and install, test, dismantle and store it safely. Credible suppliers need practical experience of working on public-facing urban sites, including surveys of existing infrastructure, structural and electrical assessments, traffic and pedestrian management, method statements, risk assessments, stakeholder liaison, commissioning and removal. The buyer also expects dependable annual inspection, maintenance and testing, with clear responsibility for shared infrastructure and event support. Experience of integrating additional installations into an established town-centre scheme is particularly relevant, as is the capacity to manage multiple locations and maintain consistent quality, safety and public liability arrangements. The awarded supplier demonstrates that an SME can deliver this type of multi-town festive-lighting programme.
