Notice Description

The formal tender process closed on 2nd November 2023 where three bids were received. Of those, two were deemed non-compliant, with the third being evaluated and not meeting the award criteria. Following the above process and having sought advice from corporate procurement and legal, officers commenced a negotiated process in line with procurement regulation Section 32 Paragraph 2A. Based on previous market engagement and knowledge of the sector, officers engaged a number of suitable registered housing providers to progress a negotiated process. This included housing associations who hold the largest general needs stock in the borough and small to medium sized community-based housing associations with local knowledge of the borough and experience in delivering the services sought. Following an initial expression of interest and subsequent contractual discussions, Penge Churches Housing Association (PCHA) have proactively demonstrated their ability to absorb the current portfolio within their organisational structure and mobilise to deliver the service required throughout the life of the contract. PCHA are a smaller organisation, so too is the current Bromley owned portfolio, officers consider that this would allow for a more personal and collaborative partnership to successfully deliver the services required to Bromley residents with PCHA's core values aligning with the Councils aims and objectives in delivering the Housing Management Contract
