Summary of the contracting process

The Minister for the Cabinet Office, acting through the Crown Commercial Service, has completed a major procurement process titled "Income Generation from Estates and Assets" in the advertising services industry category. The project involved creating a comprehensive government framework for income generation through commercial and experiential advertising, as well as end-to-end car park management across the UK. This framework agreement, signed on 29 October 2024, allows various public sector bodies, including central government departments, local authorities, and educational institutions, to run mini competitions to appoint service providers for a specified period. The contract, valued at £2.2 billion, was announced on 27 November 2024 and included key elements such as promoting advertising spaces, handling experiential events, and managing parking facilities.

This tender is an excellent opportunity for businesses with expertise in advertising, marketing, and car park management to expand their public sector engagements. Companies that are capable of managing digital and static advertising formats as well as car park operations can benefit significantly. The framework's structure, divided into five lots, enables a variety of businesses, including media owners, event specialists, and parking service providers, to secure contracts and help optimise public sector assets. Furthermore, the open procurement method encourages fair competition, ensuring that suppliers who meet stringent Cyber Essentials requirements and can demonstrate high-quality and cost-effective solutions will have a good chance of success. Potential bidders can seize the chance to contribute to government initiatives while driving their growth through involvement with a significant public sector framework.
