Summary of the contracting process

Stoke-on-Trent City Council is planning a procurement process to extend the kitchen at Burnwood Community School. This project is currently in the planning stage and falls under the construction industry category, specifically focusing on construction work for school buildings. The project involves a two-stage Design and Build contract, with a Pre-Construction Services Agreement (PCSA). The total budget allocated for this project is £450,000, covering all associated costs. The extension aims to address an increase in school intake and maintain essential facilities such as the staff WC, boiler room, and food store. The construction phase is expected to be completed by the end of August 2025, aligning with the school summer holidays. The Council is prioritising an efficient and minimally disruptive construction period, with a key future notice date set for 20th September 2024.

This tender represents a significant growth opportunity for construction firms specialising in educational buildings. The project requires expertise in architectural design, mechanical, electrical, structural, and civil engineering, as well as building and quantity surveying, and project management. Businesses with a proven track record in these areas, particularly within the education sector, would be well-suited to compete. The successful contractor will need to deliver comprehensive design and construction services within the specified budget and timeline, contributing to the improved functionality of the school kitchen to support its increased intake.

Notice Description

Stoke-on-Trent City Council has allocated funding for a kitchen extension at Burnwood Community School. The current kitchen is approximately 92 sqm in size and an extension is required to cater for increased intake. The Council intends to utilise a 2-stage Design and Build contract for this project. As such, the Council will be looking to appoint a contractor to undertake a Pre-Construction Services Agreement (PCSA). The contractor will be required to undertake all design work required to complete RIBA stages up to and including RIBA stage 4, with an approval process at the end of each RIBA stage. The City Council has allocated a total budget of PS450,000 for the kitchen extension. This budget is to include all costs including the PCSA fee, any other fees, surveys or direct costs, construction and fit out. The deadline for the completion of the kitchen extension is the end of August 2025, in order that the kitchen is operational for the start of the school year in September 2025. This allows 6 weeks for construction during the school summer holidays, which is the preferred construction period. If construction is anticipated to take longer than 6 weeks, consideration will need to be given to the impact on the school's operation and meal provision during the term-time period.
