Kirklees Council is looking to work with competent suppliers to deliver Construction Related Consultancy Services under a multiple Supplier Framework The Framework will be divided into the following Lots: Lot 1) Site Investigations Lot 2) Topographical and GPR Surveys Lot 3) CCTV Drainage Surveys Lot 5) Measured Building Surveys Lot 6) Energy Surveys and Audits Lot 7) Fire Risk Assessments Lot 8) Ecology Surveys Lot 4 - Right to Buy Structural Surveys which was originally advertised (2024/S 000-035137) was abandoned due to a lack of competition. The estimated total value of the Framework is PS1,660,000. The estimated annual Contract value for each Lot is: Lot 1) Site Investigations - PS160,000.00 Lot 2) Topographical and GPR Surveys - PS125,000.00 Lot 3) CCTV Drainage Surveys - PS30,000.00 Lot 5) Measured Building Surveys - PS15,000.00 Lot 6) Energy Surveys and Audits - PS30,000.00 Lot 7) Fire Risk Assessments - PS15,000.00 Lot 8) Ecology Surveys - PS40,000.00 The Contract will run from June 2025 for 24 months. There is the option to extend the Contract by 24 months. If the extension provision is taken, the Contract will end in June 2029.

Topographical and GPR SurveysThe requirements for the Framework Lot will be to provide the below key services: Provision of topographical surveys for a given project. Underground services and subterranean voiding tracing and plotting. Incorporation of adjacent properties and/or highways/rights of way. Overlaying with land registry data. Liaise with other consultants from time to time in a collaborative manner in order to develop schemes and detailed designs. Provision of GPS surveys to provide setting out information for Construction for a given project. Provision for the use of 3D polylines where required in accordance with Survey Request Sheet.
Options: The Contract will run from June 2025 for 24 months. There is the option to extend the Contract by 24 months. If the extension provision is taken, the Contract will end in June 2029.
Renewal: The Contract will run from February 2025 for 24 months. There is the option to extend the Contract by 24 months. If all provisions are taken, the Contract will end in February 2029.
CCTV Drainage SurveysThe requirements for the Framework Lot will be to provide: A topographical survey and GPR survey may already have been undertaken for the site and if so will form part of the documentation that will be passed as part of the commission. If this is the case, the completed CCTV drainage survey will use these survey plans to superimpose identified drain runs within the site area. Provision of CCTV Drainage Survey, reports, and video(s) etc. to be submitted in the format requested by the Council in native electronic form. The key outcome shall be the provision of up-to-date AutoCAD (latest version or agreed with KC) based CCTV Drainage information and a drainage survey report and video(s). The consultant shall provide all reports, videos/photos and documentation developed or taken as part of the commission in the original editable electronic format to Kirklees Council. The consultant shall provide site specific Risk Assessments and Method Statements for all surveys prior to commencement of any activity.
Options: The Contract will run from June 2025 for 24 months. There is the option to extend the Contract by 24 months. If the extension provision is taken, the Contract will end in June 2029.

Measured Building SurveysThe requirements for the Framework Lot will be to provide: Provision of measured building surveys to be submitted in the format requested by the Council in both hard copy and electronic form. The consultant shall provide site specific Risk Assessments and Method Statements for all surveys prior to commencement of any activity. Undertake full or partial measured survey commissions on the range of Council-owned / occupied assets within its portfolio; including, but not necessarily limited to: - Whole site surveys; including identification of all boundaries and boundary treatments. - Individual asset surveys; including identification of all room nomenclature and usage. - Verification of dimensional information provided from existing records (within AutoCAD drawings, condition surveys, disability access audits and so forth) to update records and confirm accuracy of information provided. - Updating existing Fire and Asbestos plans; including but not necessarily limited to placing blocks, hatching, keys and symbols on plans, populating editable text attributes and minor plan and format changes

Energy Surveys and AuditsThe requirements for the Framework Lot will be to provide: Production of accurate Display Energy Certificates which inform on the individual asset's energy performance and management and comply with current legislation. Production of Advisory Reports that can be used by Business and Asset Managers to identify areas for improvement in the individual asset's energy performance. Production of accurate Energy Performance Certificates which inform on the individual asset's energy performance.
Options: The Contract will run from June 2025 for 24 months. There is the option to extend the Contract by 24 months. If the extension provision is taken, the Contract will end in June 2029.

Fire Risk AssessmentsThe requirements for the Framework Lot will be to: Liaise with the Council and its staff, service users, customers, tenants, clients, and stakeholders to make arrangements for carrying out inspections of all premise areas, ideally when sites are occupied. Undertake Fire Risk Assessment commissions on a range of Council-owned / occupied sites / locations / assets within its portfolio. For each Fire Risk Assessment, submit a completed report including Action Plan, with embedded schematic floor plans (with fire compartment lines where provided), including digital photographs of all pertinent defects and risks, labelled to include reference, location, and nature of defect.
Options: The Contract will run from June 2025 for 24 months. There is the option to extend the Contract by 24 months. If the extension provision is taken, the Contract will end in June 2029.

Ecology SurveysThe requirements for the Framework Lot will be to provide: Provision of ecological survey work, reports and/or management plan as specified in the brief and agreed. Provide written reports, plans, maps and evidence of findings in an agreed format to support the delivery of projects.
Options: The Contract will run from June 2025 for 24 months. There is the option to extend the Contract by 24 months. If the extension provision is taken, the Contract will end in June 2029.
