Summary of the contracting process

The Department of Finance, on behalf of various public sector organisations in Northern Ireland, has initiated the tender process for a four-year framework agreement titled "ID 5590036 - DoF - IT Assist - FRAMEWORK FOR DISPOSAL SERVICES FOR IT EQUIPMENT, ELECTRONIC AND ELECTRICAL EQUIPMENT." This tender falls under the industry category of IT services, including consulting, software development, Internet, and support, and covers regions within Northern Ireland. The procurement method is an open procedure, and the tender submission deadline is 13th December 2024. The current stage of procurement is active, with a value of £250,000, and the framework will likely be re-procured post the framework period.

This tender represents a significant opportunity for businesses specialising in secure data deletion, e-waste recycling, and asset disposal services. The framework seeks suppliers who can securely and irreversibly delete data from various media, either onsite or offsite, and legally dispose of redundant IT equipment. Suitable businesses for this opportunity include large IT disposal firms, e-waste recycling companies, and data destruction specialists. With potential cumulative competitions under the framework, SMEs also stand a good chance, evident from past participation statistics showing a mix of large and small suppliers in similar frameworks.

Notice Title

ID 5590036 - DoF - IT Assist - FRAMEWORK FOR DISPOSAL SERVICES FOR IT EQUIPMENT, ELECTRONIC AND ELECTRICAL EQUIPMENT

Notice Description

The Department of Finance - IT Assist wishes to establish a Framework Agreement for Disposal Services for IT equipment, electronic and electrical equipment for use by the Northern Ireland Public Sector including Northern Ireland Civil Service Departments, Agencies and Non Departmental Public Bodies. Unauthorised disclosure of information / sensitive data is a major risk mainly due to the increasing dependence on electronic storage systems and the use of disposable media. Organisations have therefore developed asset disposal strategies that can require data to be deleted from media and equipment sometimes prior to its permanent removal from site for disposal and/or recycling or for assured data destruction. The framework therefore seeks to appoint Suppliers to; securely and irreversibly delete data from a range of media either on the customer's premises or offsite; and securely and legally dispose of redundant information and communications technology equipment and media. Once the Framework Agreement has been established, secondary competitions will be completed for each disposal required. The Framework period is for 4 years. For further details regarding the requirement, please refer to document entitled 'ID 5590036 - Framework Specification'.
