Summary of the contracting process

Devon County Council has concluded the Standing List of Approved Contractors (SLoAC) 2025, designed for construction works, which includes maintenance, improvement, and building works within Devon and Somerset. This award process reached completion on 2nd May 2025, following the open procedure method. The procurement allows for individual projects valued up to £2,000,000. Interested contractors must re-apply as the list is periodically re-opened, with contracts extending from April 2025 to March 2029, including a break clause in 2027 and an option to extend to 2033. The development list, which officially starts in April 2025, categorises works into general, specialist, and agricultural categories, arranged across the geographic boundaries of Devon and Somerset. Devon County Council will host a virtual meeting on 6th February 2025 to further guide potential contractors through the procurement channels.

The SLoAC 2025 offers substantial scope for businesses seeking expansion into public sector contracts, with opportunities for small and medium-sized enterprises (SMEs) to establish themselves in the regional construction industry. The multiple work categories, ranging from roofing and building extensions to agricultural building maintenance, accommodate numerous competencies, encouraging a broad variety of contractors to participate. This framework enables selected contractors, approved through minimum standard assessments, to engage in competitive procurement for specific projects, thus driving business growth. In particular, businesses specialising in construction, repair, and maintenance services stand to benefit greatly, provided they meet the necessary accreditation requirements to be considered for each project as it arises.

Notice Title

CP2549-24: Devon and Somerset Standing List of Approved Contractors (SLoAC) 2025

Notice Description

The Devon & Somerset Standing List of Approved Contractors (SLoAC) provides a set of pre-qualified contractors for Maintenance, Improvement, and Building Works up to PS2,000,000 per project, with most works ranging between PS5,000 and PS250,000, and for works below PS5,000. SLoAC 2025 will replace the existing SLoAC, which has been in operation since 1st April, 2016, and will expire on 31st March, 2025. All interested contractors, including those currently on the existing list must re-apply to join SLoAC 2025. SLoAC 2025 is anticipated to commence April 2025, and will run for 4 years (until 31st March 2029) with a break clause at the end of the second year (31st March 2027) and an option to extend for a further 4 years in 2 years increment (until 31st March 2033) at the Authority's discretion. The SLoAC will be re-opened periodically (anticipated to be annually) in order to enable contractors to apply to join the list. If in the Authority's reasonable opinion, specific work categories have sufficient numbers of contractors in a work category, the Authority reserves the right not to open those work categories to new applications to prevent having excessive numbers of contractors. In this initial application period no limit will be set to the number of contractors that will be accepted into a work category. The Authority also reserves the right to include additional works categories when the arrangement is reopened. Contractors will be appointed to the SLoAC based on achieving certain minimum standard through pass/fail questions. The award of specific projects will be subject to a competitive procurement process for each individual project. Only approved contractors on the SLoAC will get an opportunity to be selected to participate in a competitive processes when a need arises. To be approved, contractors must obtain and maintain accreditation from our Comprehensive Accreditation Service Provider.. This is not a condition of joining the SLoAC but a condition for being selected to take part in a competitive process when a need arises. The SLoAC is open to use by other public bodies within Devon and Somerset. Devon County Council will be hosting a virtual Tender Launch Event via Microsoft Teams on Thursday 6th February 2025 11:00 - 12:30. This will be an opportunity to discuss the service, ask questions, and help bidders navigate around the tender documentation and the procurement process. This event will be recorded and will be uploaded to ProContract alongside the presentation shortly afterward. If you would like to attend this event, please complete the following Tender Launch Event form so that we can send you an invite link - https://forms.office.com/Pages/ResponsePage.aspx?id=gzehjWjLP0S7S5l_d_1b-9hjx28RpvxAptIBOgU_APNUM0c3T0VPUVkyTUdZNVE3RDJPM0lDWUdaMi4u
