Summary of the contracting process

Hafod Housing Association, a Cardiff-based housing association, procured insurance services for its property and operations. The requirement was divided into three areas: property insurance covering business interruption, money and all risks, excluding broker services; combined liability insurance; and motor fleet insurance including motor uninsured loss recovery and motor legal expenses. The tender closed on 14 March 2025 at 17:00, with bids opened the same day; contracts were signed on 30 June 2025. Each lot had an initial five-year term with an option for two further one-year extensions. Zurich Insurance Company received the property lot at £4,250,638.52; Aviva Insurance received combined liability at £2,719,897.96; and Protector Insurance (UK) received motor fleet at £340,530.16. Each lot was evaluated on 60% quality and 40% price. Three bids were received for each lot.

This outcome is relevant to insurers and underwriting businesses able to provide comprehensive housing-sector cover across property, business interruption, money, all risks, liability and motor fleet exposures. A credible competitor would need qualified insurance professionals, the underwriting capacity to manage substantial property and liability risks, and the ability to provide fleet policies that include uninsured loss recovery and motor legal expenses. The requirement was split into specialist lots, so firms may be able to compete for one area rather than the whole insurance programme. The buyer used a central-government dynamic purchasing system and required suppliers to be registered on it, making DPS access a key route to future opportunities of this type. The competition attracted three bids per lot, all from large suppliers and all from EU-based bidders.
