Warm Homes Suffolk Energy Efficiency and Renewables Retrofit Framework
Notice Description
Suffolk County Council (SCC) has established the Warm Homes Suffolk Energy Efficiency and Renewables Retrofit Framework aimed at delivering high-quality energy efficiency retrofitting and renewable energy solutions for domestic and commercial premises across Suffolk. The framework is designed to support various schemes including, but not exclusive to, the Warm Homes Local Grant scheme and its successors, and to provide a compliant route to market for local authority members of the Suffolk Climate Change Partnership (SCCP), social landlords, and private homeowners within the boundary of Suffolk to reduce energy consumption, improve housing quality, and achieve net-zero carbon objectives. The framework includes: Wholehouse Retrofit Energy Services Renewable Energy Systems for Commercial and Educational Properties Please note: the estimated values shown in this notice take into account grant funding received by SCC to date, anticipated future funding streams and use of the Framework by other Contracting Authorities in scope. This Framework can be used by the following Public Sector Organisations within the boundary of Suffolk, East Anglia & Essex: Local Authority members of the Suffolk Climate Change Partnership (SCCP); District and Borough Council Social Landlords; Housing Associations.

Service Providers appointed to Lot 3 shall provide services for the supply and installation of large-scale renewable energy solutions for educational establishments and commercial properties.
Planning Information
SCC invites interested parties to attend a webinar to be held on: 03/04/2025 at 11:30 – 13:00. The purpose of the event is to share SCC’s current thinking with the Market and to elicit feedback from the Market regarding the current draft specification, the suggested scope of the Framework, the lotting structure, procurement approach to be adopted and any innovations in the Energy Retrofit space. SCC will issue a suite of questions to attendees to capture market insights into any market forces, the markets capability, capacity and appetite and to gather market intelligence regarding the current approaches to working with key stakeholders to this and related energy initiatives. The event follows an earlier informal Market Discovery event (soft market testing) which was held in November 2024 as a meet the buyer round table event. The key focus of this event was to discuss with the Market possible barriers to participation with a particular focus on understanding the key constraints and exploring Measures to address the current skills gap in the Energy Installation space.
