        "procurementMethodRationale": "This modification for an additional 3 years support and maintenance, and an increase to the overall contract value of PS1.1m meet the conditions of Reg 72(1)(c) that states: (c) where all of the following conditions are fulfilled: -- (i) the need for modification has been brought about by circumstances which a diligent contracting authority could not have foreseen; (ii) the modification does not alter the overall nature of the contract; (iii) any increase in price does not exceed 50% of the value of the original contract or framework agreement. * This modification is now required as a consequence of the EdIS procurement competition to deliver a replacement EMS solution being terminated with no suitable solution identified. EA requires continued use of the current solution until such times as a replacement is procured, developed, tested and goes live; * This modification does not alter the overall nature of the contract as no new conditions or services are being delivered; and The increase of a further PS1.1m is less than 50% of the original overall contract value. (The original contract value being PS2.5m)"
