Summary of the contracting process

The procurement process is led by the London Borough of Tower Hamlets, seeking a Principal Contractor for the "HAR6019 St George's New Build" project. It involves the demolition of the current St George's Leisure Centre and the construction of a new leisure facility and an eight-storey residential building with 29 new homes alongside landscaping and public improvements. The procurement is underway in the tender stage, using a competitive flexible procedure with key evaluation stages including a Request for Core Proposals and a Request for Final Tenders. The procurement's main category is construction works, with an estimated contract value of £72 million. Submissions are due by 1st September 2025, and the contract award is scheduled by 4th February 2026. The location for this project is principally in London, UK.

This procurement offers substantial opportunities for businesses in the construction sector, particularly those experienced in large-scale demolition, design, and build projects. Companies capable of providing comprehensive design services (RIBA Stage 4) or possessing expertise in urban residential construction and public facility development will find this tender well-suited to their capabilities. The project promises significant work volume and potential for future opportunities in public sector contracts. Participation in this open tender allows businesses to engage with public authority at sub-central government level and demonstrates competitive standing through a structured evaluation process that considers quality, social value, and pricing submissions, thereby providing a robust platform for business growth in the construction industry.

Notice Title

HAR6019 St George's New Build

Notice Description

Tender for a single Principal Contractor to deliver the demolition of the existing St George's Leisure Centre and other associated structures; complete the design (RIBA Stage 4) and associated surveys; and construct a new build leisure facility and an 8-storey residential building delivering 29 new homes, with associated landscaping and public realm improvements.

Planning Information

Interested parties are required to register their interest through the London Tender portal (https://www.londontenders.org/). Engagement will take the form of two opportunities as follows: 1 - For those parties with a turnover greater than £30m, you are requested to submit a case study demonstrating your experience of a comparable project by 30/04/2025. Case studies will be reviewed by the Council and the most appropriate 10 organisations will be invited to a maximum one hour one-to-one session with Council staff on 6th or 7th May. For absolute clarity, attendance at these sessions is entirely at the discretion of the Council. The purpose of this session will be to discuss the Council's plans and assumptions made and to gather feedback on the project. 2 - For those parties with a turnover less than £30m, or who do not have comparable project experience, the Council will be holding a single group session later in the year in order to provide information on the project and raise awareness of potential supply chain opportunities. The Council hopes that interested parties will attend this event in order to make themselves known to the main Contractor and gain knowledge on work packages which they may be able to assist with. There is no requirement for Contractors to be involved in the market engagement, and this will have no bearing on any future tender opportunities. Any responses to future tender opportunities will be evaluated independently of any involvement, or not, in the market engagement.
