Summary of the contracting process

The procurement process for the "NRW Peatlands Restoration Framework 2026-2034," conducted by Natural Resources Wales, has reached the contract award stage. This initiative focuses on service-based procurement within the agricultural and restoration domain, specifically targeting peatlands in Wales. The process employed an open procedure, and it culminated in contracts being actively awarded to multiple suppliers. The framework agreement allows a mix of direct awards and mini-competitions, ensuring flexibility and the inclusion of diverse supplier capabilities. The contracts, which have been signed effective from 5 January 2026, will run until 4 January 2034, with work encompassing various regions across Wales (UKL). Key areas of work include excavating, earthmoving, and vegetation management, essential for peatland restoration efforts. The entire contract value, which includes lots for groundworks, vegetation management, and peatland development, approximates £24 million GBP.

This tender provides substantial business growth opportunities, particularly for small to medium-sized enterprises (SMEs) specialised in ecological restoration, earthmoving, and vegetation management services. Companies with a strong background in agricultural, forestry, and conservation practices will find this an advantageous framework to expand their operations within the UK, particularly in Wales. The procurement framework is designed to foster supplier development and promote market competitiveness, making it suitable for businesses that aim to broaden their public sector portfolio, enhance technical capabilities, and build a reputation in environmental preservation. With a comprehensive contract period and various procurement techniques in place, businesses that align with the environmental and sustainability goals of Natural Resources Wales are well-positioned to leverage this framework for long-term engagements.

Lot Information

Groundworks

This Lot is for the skilful manipulation of peat and other wetland soil types with tracked excavators. A range of restoration techniques are required, including raising and stabilising water levels, re-vegetating of bare peat, stopping peat erosion and cutting of dominant vegetation on Welsh Peatlands. The methods proposed relate to un-forested and afforested upland blanket bog and lowland bogs and fens.

Vegetation / Scrub Management

This framework Lot includes both chemical treatment and manual removal of scrub across often large open areas of peatland. NPAP require a flexible and skilled contractor base to carry all aspects of the works which includes to remove any encroaching scrub and tree species from the areas of deep peat that have managed to establish as a result of the damaged hydrology. The management of deciduous and coniferous tree species will prevent further drying of the peat body.

Peatland Development

This lot is a development lot for those contractors that are skilled machine operators but may have not had any direct experience of working on peatlands. The aim of this lot is to develop the market and provide training and dedicated contract management of works in order to upskill contractors for working on peatlands.
