Summary of the contracting process

The Government Commercial Agency has established a framework for buying standard and specialist vehicles and vehicle-conversion services. It covers passenger cars; light and medium commercial vehicles up to 7.5 tonnes; medium and heavy commercial vehicles and trailers; buses and coaches; blue-light cars, motorcycles and commercial vehicles; vehicle conversions, including blue-light vehicles; ambulance base vehicles; and ambulance conversions. The intended supply chain may cover product development, vehicle manufacture, conversion and supply, as well as after-sales support, warranties and parts; conversion can also be provided as a standalone service. Deliveries are for public-sector customers across the United Kingdom, the Crown Dependencies and specified British overseas territories, including Guernsey, the Isle of Man, Jersey and Gibraltar. This is vehicle supply and conversion (CPV 34100000).

The procurement is complete and suppliers have been selected for all nine lots through an open procedure to establish an open framework. Awards were made on 6 October 2026. The net award values are £15bn for passenger cars, £3bn for light and medium commercial vehicles, £600m for medium and heavy commercial vehicles and trailers, £2.5bn for buses and coaches, £2bn for blue-light cars and motorcycles, £1bn for blue-light commercial vehicles, £750m for vehicle conversions, £750m for ambulance base vehicles and £900m for ambulance conversions. Multiple suppliers were appointed to each lot. Framework contract periods run from 16 October 2026 to 15 October 2029, except the ambulance vehicle and conversion lots, which end on 14 October 2029. Evaluation weighted specification compliance at 80% and price at 10% for the general vehicle lots; blue-light lots emphasised after-sales support and account management, while conversion lots emphasised conversion assurance and account management. Social value criteria applied across lots.

This award demonstrates substantial public-sector demand across the vehicle supply chain, from vehicle manufacturers and distributors to specialist bodybuilders and conversion businesses. Suppliers were appointed across passenger and commercial vehicles, heavy vehicles and trailers, buses and coaches, blue-light fleets, and ambulance supply and conversion. The broad supplier mix, including specialist small and medium-sized firms, indicates that focused vehicle-conversion businesses can compete alongside major manufacturers, particularly in the dedicated conversion categories. Credible competitors will need to meet the framework specification and support delivery to public-sector buyers over a wide geography. For blue-light and ambulance requirements, strong after-sales support and account management are central; conversion suppliers need to evidence robust conversion assurance. Social value also formed part of evaluation. The route is a multi-supplier framework, with call-off awards made through competitive or non-competitive routes under its procedures.
