Summary of the contracting process

The public procurement process undertaken by London Metropolitan University involves the procurement of a Strategic Delivery Partner (SDP) to support their Estates Strategy. This contract, now in the award and contract stage, is a substantial project valued at £284 million, with a gross figure of £340.8 million. It focuses on services such as construction work and the repair and maintenance of building installations. The university, located in London, UK, is seeking a long-term Tier One organisation and FM provider to build and deliver capital projects, offer strategic operational advice, manage facilities operations, and meet sustainability targets across campus facilities. The procurement method used is selective, employing a competitive flexible procedure, and the strategic collaboration spans from May 2026 to May 2031 with possible extensions to 2036. The major procurement milestones were completed with the signing of the contract in May 2026.

This tender presents a lucrative opportunity for large-scale service providers, particularly those specialising in construction, facilities management, and sustainability initiatives. The scope spans comprehensive service delivery, from design to operation, with an emphasis on enhancing operational outcomes and life cycle costing. Businesses capable of delivering integrated services in construction quality, project management, and facilities maintenance are ideally suited to compete. In particular, firms focused on sustainability and innovative operational strategies will find this partnership beneficial in both expanding their portfolio and solidifying their presence in the public sector market. Collaboration with entities like Mills & Reeve LLP for legal services and Gardiner & Theobald LLP for project management further accentuates the prominent level of expertise required to successfully deliver on this contract.
