Summary of the contracting process

The London Borough of Bromley has awarded a service contract for the provision of Total Facilities Management at the Civic Centre, Churchill Court in Bromley. This comprehensive service encompasses both hard and soft facilities management, including building maintenance, statutory compliance, cleaning, security, and more. The procurement follows an open procedure and targets companies able to manage both the facility's structural needs and the comfort and safety of its occupants. The award, made to ASCOT SERVICES UK LIMITED, was formalised on 8th April 2026 for a ten-year tenure, with the potential for a further five-year extension, thus ensuring continuity in the management of facilities accommodating approximately 1600 staff members and various commercial tenants. The total contract value amounts to approximately £31.4 million (gross), with services set to commence in April 2026.

This tender represents significant growth potential, especially for medium-sized enterprises (SMEs), like ASCOT SERVICES UK LIMITED, as well as larger facilities management firms capable of delivering integrated solutions across multiple service areas. Companies with expertise in facilities management services—specifically statutory compliance and maintenance, sustainable waste management, and security services—were particularly well suited to this opportunity. The contract highlights the need for robust management structures that can accommodate potential expansions or changes in building occupancy, ensuring providers who can scale operations have a competitive advantage. Firms with strong credentials in maintaining statutory standards and those possessing certifications such as ISO 45001 have had the edge, demonstrating the importance of compliance and risk management in securing such large-scale contracts.
