Summary of the contracting process

Leicestershire County Council, trading as ESPO, has recently awarded the framework contract titled "Property, Building, and Infrastructure Advice and Management Services" with a focus on North of England. This contract, with a gross value of £136,000,000, encompasses services such as project management, energy management, and construction consultancy. The procurement method was an open procedure, and the framework agreement includes options for reopening competition and is open to a range of public sector bodies in the UK. The contract, which was published on 26 February 2026, is expected to run from 23 January 2026 to 22 January 2028, with options to extend up to two additional years.

This framework offers substantial opportunities for businesses specialised in property management, construction engineering, and consultancy services to grow by providing comprehensive management solutions across various sectors. The wide range of suppliers involved, including SMEs and large entities, highlights the diversity of expertise required. Businesses within the residential, architectural, and environmental management sectors will find valuable chances to enhance their portfolios by delivering tailored solutions across regions in the UK. The competitive selection process enables businesses to showcase specialist knowledge, potentially leading to further contractual engagements under the framework.
