Summary of the contracting process

Transport for London has concluded a framework agreement for Traffic Regulation Orders, intending to ensure compliance with local regulations by publishing necessary public notices in newspapers across Greater London. The procurement process followed an open procedure, and the framework includes both temporary and permanent notices as per the Local Authorities' Traffic Orders (Procedure) Regulations 1996. The tender, titled "Traffic Regulation Orders," falls under the industry category of publishing services, specifically newspapers and advertising services, with key deadlines concluding early in 2025. The agreement, allowing a combination of commercial, technical, and social value considerations, commenced on 30th October 2025 and may extend until 2029, ensuring consistency in transport services across London.

This tender provides substantial growth opportunities, particularly for media publication groups and SMEs skilled in handling newspapers and advertising services. With an open procedure that favoured a broad spectrum of bidders, businesses well-versed in delivering quality publishing services, and capable of meeting technical, price, and social value criteria, are positioned to compete effectively. The procurement method includes a mechanism allowing flexible use of suppliers based on preference, which can maximise exposure and maintain service provision, offering long-term stability and repeated business across the boroughs, promising appealing opportunities for entrepreneurs in the media sector. Participating businesses, such as SMEs specialising in media, benefit from a contractual engagement that spans several years, allowing for strategic planning and sustained growth.

Traffic Regulation Orders

Notice Description

TfL is responsible to the Mayor and the Greater London Assembly for the delivery of transport services in London. This includes the maintenance and operation of 580km of main roads, operating bus and other transport services and congestion charging in the Central London Area. Part of this responsibility is to give public notices of our intentions to execute either temporary or permanent restrictions/changes to road usage. It is a legal requirement that TfL undertakes consultation of restriction/changes to allow representation to be made by advertising our proposed temporary and permanent changes to our roads. Failure to comply with such a requirement could expose TfL to adverse publicity and/or additional costs. The purpose of this framework is for Media Publication Groups to provide services by arranging permanent and temporary Public Notices to be included in various newspapers publications within Greater London on behalf of TfL Traffic Order team. This allows TfL to adhere to Local Authorities' Traffic Orders (Procedure) (England and Wales) Regulations 1996 that requires all traffic authorities to publish notice of the details of proposed changes to the restrictions on roads in a newspapers circulating in the area to which the order relates.
