Summary of the contracting process

The framework for the installation of low and zero carbon technologies was initiated by Procure Plus Holdings Limited, a value-focused, not-for-profit public authority operating in Old Trafford, UK. This initiative primarily targets properties in the public and social housing sectors across the UK. Initially launched at the planning stage on 9th May 2025 and announced for tender on 23rd May 2025, the framework has now reached the award stage as of 15th January 2026. The open procurement method was employed, involving bids for services in retrofit assessment and design, and installations such as air source heat pumps and solar photovoltaics. The final contracts will span from 25th November 2025 to 24th November 2029, covering regions throughout the United Kingdom.

This tender provides significant growth opportunities for businesses engaged in energy and building consultancy, heating-system design, and retrofit installation services. With planned contracts worth approximately £1,838 million, various SMEs and large enterprises like AGILITY ECO SERVICES LTD and ARCUS CONSULTING LLP can benefit from long-term engagement in delivering sustainable housing solutions. These opportunities are ideal for firms specializing in green technologies, energy management, and construction services, particularly those with a commitment to social value, including employment and training prospects for underrepresented groups within the construction sector.
