Summary of the contracting process

Network Rail Infrastructure Limited is buying steel products for overhead line equipment used in railway electrification across the United Kingdom. The five product groups are tubular steel foundation piles; masts, booms, portals and other steel structures carrying overhead lines; uncontrolled small steel components that attach equipment to structures; controlled small parts such as clips and clamps that secure components and support overhead wires; and electrification-specific fixings and fasteners. Products must meet Network Rail’s specified designs and standards. The controlled small-parts group includes cast components and requires product acceptance, for which Network Rail can sponsor suppliers through the process. This is a supply requirement for railway electrification steelwork and associated components, rather than a general construction works contract.

The procurement has been awarded under a competitive flexible procedure using a selective process and a closed framework. Awards were made on 17 September 2026. Steel piles were awarded to Adey Steel, European Active Projects and Severfield Structural Solutions for £70 million; steel structures to Adey Steel, Fullmen, Pro Steel Engineering and Taziker Industrial for £99 million; uncontrolled small parts to Associated Utility Supplies, Folglade, Fullmen, Railability and Trackwork for £27 million; controlled small parts to Associated Utility Supplies, Balfour Beatty Rail, Folglade, Fullmen, Furrer + Frey GB and Gripple for £31 million; and fixings to Associated Utility Supplies and Taziker Industrial for £13 million. The piles and structures frameworks run from 1 March 2027 to 1 March 2033, with extension possible to 2035; the other three run from 1 January 2027 to 1 January 2033, also extendable to 2035. Evaluation weighted commercial price at 45% for piles and structures, and 55% for the other lots; technical quality carried 35% and 25% respectively, with health and safety and social value each at 10%.

The awards show demand for specialist steel products designed for railway overhead-line electrification, divided into distinct supply areas rather than one undifferentiated package. Credible suppliers need the manufacturing or supply capability to deliver the relevant product range to Network Rail’s specified designs and standards, alongside strong technical proposals, commercial pricing, health and safety performance and social value. For piles and structures, suppliers also needed capacity to buy and store raw steel on Network Rail’s behalf and to provide a vesting certificate. Suppliers of controlled small parts need product acceptance for their products; Network Rail may sponsor suppliers through that process. The framework uses annual price reviews, with framework rates acting as ceilings and suppliers able to offer lower prices to win orders. SME suppliers participated across the lots, so the requirement was not confined to large businesses.

Network Rail has a requirement to purchase a range of steel products that are used to support Overhead Line Equipment (OLE). The scope of this procurement includes steelwork for electrification specific applications as detailed in UKMS, UKMS 1, UKMS2, OLEMI and GEFF designs: * Lot 1 Steel Piles - Tubular steel piles used for foundations. * Lot 2 Steel Structures - In the forms of masts and spans (booms, portals and other structures spanning the track) to which OHLE is attached. * Lot 3 Small Part Steel Uncontrolled - Components to enable OHLE equipment to be attached to the structures. * Lot 4 Small Part Steel Controlled - Various clips and clamps used to secure items to the structures as well as supporting OHL Wire, these are often casted items. Products on this Lot require Product Acceptance (PA), NR can sponsor suppliers through this process. * Lot 5 Fixings - Electrification specific fixings and fasteners to secure the electrification structures. The proposed Framework(s) will be for an initial period of 6 years, with options to extend for a further two year period. Participants that are interested in Supplying Lot 1 Steel Piles and Lot 2 Steel Structures will be required to have capacity to purchase and store steel raw materials on behalf of Network Rail, and agree to the provision fo a Vesting Certificate (a copy of which is contained in the Procurement Documents).
