Summary of the contracting process

Staffordshire County Council has established a framework for responsive property maintenance and minor works across five trades: building works, plumbing, mechanical services, electrical work and drainage. It covers small work orders below £5,000 at council-operated buildings, including schools, care homes, civic buildings, offices, fire stations, enterprise centres and small industrial units. Award date: 9 October 2026. Each lot’s stated award value is £3m gross for building, mechanical and electrical; £600,000 gross for plumbing; and £1.2m gross for drainage. The framework runs from 9 November 2026 to 8 November 2028, with two one-year extensions available. Price carried 80% of the evaluation, with working example, experience or case study, and complaints procedure making up the remaining 20%.

Credible competitors will need to deliver work orders below £5,000 and provide reliable 24-hour emergency response, including attendance within two hours when called. The buyer’s appointed suppliers include small and medium-sized businesses, and each trade lot has several framework providers, so a specialist can compete without covering every trade. Relevant evidence will include a practical example of completed work, comparable experience or a case study, and a clear complaints procedure. Suppliers also need ongoing SSIP health and safety accreditation and membership of an independent pre-qualification scheme such as Constructionline Gold or an equivalent. Enhanced DBS checks apply to personnel used on the contract; trade-specific qualifications and registrations are required for several lots.

The Council has procured a Framework Agreement to provide responsive property maintenance and minor works split into the below lots: * Lot 1 - Building Works * Lot 2 - Plumbing * Lot 3 - Mechanical * Lot 4 - Electrical * Lot 5 - Drainage The work orders across all lots will be for works under PS5,000. The above works will be undertaken in the following eight administrative areas of the County of Staffordshire: * Cannock Chase * East Staffordshire * Lichfield * Newcastle * South Staffordshire * Stafford Borough * Staffordshire Moorlands * Tamworth The properties include all types of buildings operated by a Local Authority including (but not limited to) educational, residential care homes, civic buildings, offices, fire stations, enterprise centres and small industrial units. Emergency Call Out Response - It is mandatory that successful suppliers adhere to a strict maximum attendance within 2 hours of receipt of oral request. The requirement is to cover 365 days of the year, 24 hours per day including weekends and bank holidays.
